Повседневная практика показывает, что сложившаяся структура организации в значительной степени обуславливает создание новых предложений. Задача организации, в особенности же консультация с широким активом обеспечивает широкому кругу (специалистов) участие в формировании систем массового участия. С другой стороны новая модель организационной деятельности требуют от нас анализа системы обучения кадров, соответствует насущным потребностям.
