- Miklós Horthy, commander of the Hungarian counterrevolutionary "national army" is Regent of Hungary and receives limited royal rights.
- The German Reich and France agreed in Baden-Baden common management of the Rhine ports Strasbourg and Kehl at a French port director. Until 1918, capital of the German Empire State Alsace-Lorraine, which is now France Affiliate Strasbourg experienced by expanding its port after World War a revival as an economic and commercial center.
- In the German Empire a 100% increase in railway tariffs enter into force.
