If you or anyone wants to create a user interface and website that enables people to use the HIVE blockchain and that ignores all actions of flags and blacklists, you can do so and the posts will be visible.

I don't have time to keep track of every app that runs on Hive or Steem. I also don't know all the details of the features on the various sites as they stand right now as they change fairly regularly. In my personal use of Hive, I do not find I am unable to view posts that I am pointed towards, since even downvoted posts can still be viewed by people who know they exist. Sites like https://hiveblocks.com/ are meant to be viewers of raw blockchain data.
