I’ve seen more than a few posts using a #oneup tag that have little if anything to do with gaming. So can it be use as a “general” tag sort of like #palnet is, or will such posts be treated with disdain and ritual downvoting like a poetry post might be if it used #leofinance and #stem tags?

I don't think it can be used as a general tag because it is focusing on P2E gaming and NFTs.

Yes, all non-related #oneup posts that receice any relevant amount of tokens will be downvoted and informed to avoid using the tag like that.
My personal feeling on it would be to downvote misuse of #oneup - the stated goal of it is Crypto Gaming & NFTs - anything outside of that muddies the point of the tag and reduces it to token farming rather than benefiting the Tribe behind it.
