I don't think it's sufficient to reduce curation rewards, they ought to be removed.
The reward's pool is built around Ned's idea of a Reddit-like website with a built-in cryptocurrency and reward mechanism. 1. This concept has been proven not to work anywhere near as intended. and 2. Hive has evolved to become much more than the initial scope of Steem's vision in 2016.
Thus, the reward pool with author and curation rewards should not be part of the core consensus code.
