Is the program active? Where does a parent sign up for it if it is, my son and his girlfriend just had a baby a couple months ago. I've heard about it when it was proposed but haven't seen anything else on it. At that time, it was supposedly going to be linked or invested in the bond market to help prop it back up as baby boomers retire and withdrawal from their investments.
