Top 20 Witnesses Vote on HBD APR …. But if the One guy who runs Hive tells those Top 20 Witnesses to reduce the APR to 0% they all do what he says. Or else they get everything downvoted to zero.
Because one guy runs Hive and he can decide at any minute to crash HBD to zero.
