A newly declassified military document has revealed that the United States Special Operations Command (USSOCOM) will soon be using deep fake technology for online propaganda and deception campaigns in an attempt to sway public opinion into their desired direction.
The document also outlines their plans to use “Non-Radio Frequency Tagging, Tracking and Locating” in an effort to stay ahead of those who wish to remain undetected (by not owning a phone for example).

Early in the stream you misread the word physiological as psychological. Deoxyribonucleic acid is just DNA spelled out.
Also, the document details capabilities desired, not attained. We are aware they possess the ability to fake video, a la 'Running Man'. They may not possess some of the abilities mentioned in the report, such as remote non-contact fingerprinting.
This is basically spelling out how Special Operations Forces will carry out 5th Generation Warfare. The problem isn't SOF's. It's that all national governments are actually at war with humanity, right now.
