I would recommend that they are able to play your PEPE frog card battle game without spending HBD first to buy (VOLT and) frog cards and frog card packs, and earn a few VOLT in the process. 🧘♂️ I know that there are free 50 VOLT tokens for new players, but that's not enough to buy even a single frog card at current market prices (and participating in a battle requires exactly 3 frog cards). 🤯🐸 !HOPE !INDEED !WEIRD !DIY
Ok. So let's think this through. You've played and play tested a bunch. What would be the minimal requirement for a player to be able to play?
1.) We could offer a minimal amount of packs. While requiring X play (through), or Y purchases before being able to withdraw. While allowing for trading. So as to deter from free players getting packs and just selling them.
2.) We could offer a starter package. This could include one pack, and some basic set of cards allowing for starting to play initial levels.

3.) A demo anyone may play to try the game out with some basic assortment of cards. A mock starting account if you will. With some mix of Rares, and commons. Some of which may be leveled up. Then play the demo game and get rewarded for playing. Maybe when one gets to 500 VOLTs in rewards they could get a pack of their own for example.
