Indeed this is from Agenda21, the Dilemma of those in power is World Peace. Since they need a new enemy, for an ultimate and final war, its man vs Gaia. In effect, they want us to go along with "be not a cancer onto earth" as they are a parasite that is facing the existential threat of being finally eradicate from the earth, the unelected and unchallenged who have captured power and influence and wield it to their ends, which is indeed, a feudalistic, master and servant class of a "certain" population size.
