You will see (well, if we live long enough) We will clean out the psychopaths, and then things will be much better. And then we will make it better, and then make it better.

In the future, "government" is like a council of elders that are good at solving problems. And so, if you have a problem, you can go and ask for help, and they will come, live with you, figure out all the problem and then offer advice, and sometimes more.

Things will work in the future that do not seem even plausible now.

Sound counsel isn't government, and what you describe as 'a council of elders' isn't government. When I take advice it is I that govern, by choosing to execute the advice. That is the only form of government that is potentially just.

The 'sometimes more' is not reassuring, but ominous. I am willing to follow just laws, but am not willing to follow unjust orders. Any orders given sovereigns are unjust. Advice is lawful, but 'sometimes more' is criminal.
