Well, imagine a wheel.
Like a wagon wheel, of a one of those heavy metal, industrial wheels with metal plates as spokes.
It doesn't spin on its own. But, imagine if you could make one side of the wheel lighter. Well, it would turn so that side was up. Keep changing which spoke is lighter.
Or, take those "lifters", which float upward, place them as spokes and energrize each one as it faces upward (by spin)
There you go. Spin, via electrogravitics. Connect it to a generator.
