IMO - It's not that the people in Shanghai can't fight back, it is that they choose not to fight back. At least not enough of them are fighting back.
Think about it, there are about 26 000 000 people in that city and they're mostly all facing terrible conditions. Even if only 25% of that population would revolt against the "authorities" those sick cops dressed in white garbage bags wouldn't stand a chance.
