honestly,I can't believe this is happening,I can't believe people are actually channeling their toilet pipes onto the street....this is not only disgusting but a major public health hazar.... You're right that the government shouldn't ignore this kind of thing, but at the same time people really need to have a conscience too.
It really will take everyone working together to fix this.
