For real, I can't say which of the pollution is not at the worse state now. People want to have clean places for themselves and they litter other places on the way causing a messed up society generally.
That punishment part is important, some people won't still use the dustbins if provided lol.
That's why I said there should be punishment, that way they keep them selves in check
