How does one become a witness? I assume simply voting isn't enough. I'd imagine they need computer equipment that can handle the stress, as well. It's almost like a chicken versus egg question, I suppose... Do you buy the equipment first and hope for votes or do you get votes, then buy the equipment. You've peaked my interest!

Correct, to become a witness you need to setup and run a server that is on 24/7.
You can get votes before buying equipments but you will probably not getting many of them.
So you should better get the server up and running and campaign for votes.
