Considering the high risk he is taking to do repairs it is no wonder he charges more, so many places where governments no longer do what is promised this is what happens.
Our electricity repair people ride with security companies to fix and repair in areas where electricity is stolen, where people take matters into their own hands connecting themselves at great risk to life.

Right. We have a lot of that too. As a matter of fact, most people did not pay electricity bills way before the "monetary reconversion" because most people living in barrios just "steal" electricity. The government never saw solving this problem as a priority because it was not going to be a popular measure (to make people pay for the service), but then they complain that the company is not making money to cover basic functioning expenses.
