You are still on the list :-).
The account has limited upvoting power. Since people create posts at irregular intervals, when the voting power is below 90%, the account doesn't vote anymore. This is to make sure that the voting power doesn't drain over time. In addition to that, each user can get upvoted only once every 24 hours.
