Ah, you spotted the flaw in the plan! I didn't mention a timeframe! The short answer is "as soon as possible," but I haven't yet worked out a clear timeframe. I expect to be somewhere between the 2nd and 3rd rungs by the end of 2023 if all goes well and I'll try to work out a more detailed set of time-limits for the other rungs shortly.
