Well, I've tried and will keep trying, even though I have no idea which proxy it is that's giving me problems in this process.
It means that you have defined someone else to manage your governance votes on your behalf, actually @berniesanders.
Has Bernie is no more active on the blockchain, I advise you to revoke it as your proxy.
You will then be able to proxy to someone else (me?) or manage governance yourself.
