I think the biggest problem is that they can't get the infrastructure to speed up the training of AIs even further. AI data centers aren't as popular, and many cities have already put the brakes on due to the energy costs, as it just isn't possible to support the infrastructure. I don't think there is much they can do, and I think other countries would also run into similar issues so its fine to slow down development.
