Warum Europa nicht wachsen kann am Beispiel des Wiener Flughafens.
Seit 1996 gibt es Pläne eine dritte Piste parallel zur ersten Piste zu errichten, um in Zukunft wachsen zu können und zu Stoßzeiten mehr Kapazitäten aufzubauen und damit das Quality-of-Service-Level weiter zu erhöhen.
2012 wurde dann ein erstinstanzlicher positiver Bescheid einer Umweltverträglichkeitsprüfung (UVP) ausgestellt, mit 460 Auflagen, was schon einmal gewaltig ist. Zum Beispiel wurden neue Grüngürtel und Lärmschutzdämme gefordert, für jeden gerodeten Quadratmeter Wald mussten drei neue Quadratmeter irgendwo anders aufgeforstet werden, etc.
In Folge kam es immer wieder zu großen Anrainer-Protesten, die mit allen Mitteln versuchten, das Projekt zu verhindert.
2017 wurde der Bau dann vom Bundesverwaltungsgericht (BVwG) im Beschwerdeverfahren abgewiesen.
Im selben Jahr hob der Verfassungsgerichtshof die Entscheidung wieder auf.
2018 bestätigte das Bundesverwaltungsgericht den bewilligten UVP-Bescheid, worauf es wieder zu Einsprüchen gekommen ist, die erst 2019 abgewiesen wurden.
Dann kamen die Corona-Lockdowns und der Flugverkehr kam international zum Erliegen.
2025 als sich der Flugverkehr ungefähr wieder auf vor Corona-Niveau erholt hat, wurde das Projekt jetzt von Seiten des Flughafens gecancelt.
Es wäre nicht mehr wirtschaftlich, da in der Zwischenzeit die Baukosten (Inflation) explodiert sind und sich der Bau nicht mehr auszahlen würde. Auch in Anbetracht der Rezession in Österreich und in der EU.
Das Projekt ist damit vorläufig gestorben, nach zwanzig Jahren Kampf gegen die Bürokratie, haben sich die wirtschaftlichen Rahmenbedingen derart verändert, dass das Projekt gar keinen Sinn mehr macht.

Why Europe cannot grow, using the Vienna Airport as an example.
Since 1996, there have been plans to build a third runway parallel to the first runway in order to enable future growth and increase capacity at peak times, thereby further improving the quality of service of Austria's biggest airport.
In 2012, a positive decision was issued in the first instance of an environmental impact assessment, with 460 conditions, which is already a huge number. For example, new green belts and noise barriers were required, and for every square meter of forest cleared, three new square meters had to be reforested elsewhere, etc.
As a result, there were repeated large protests by local residents, who tried everything they could to prevent the project.
In 2017, the Federal Administrative Court (BVwG) rejected the construction in an appeal procedure.
In the same year, the Constitutional Court overturned the decision.
In 2018, the Federal Administrative Court confirmed the approved EIA decision, which led to further appeals that were only rejected in 2019.
Then came the corona lockdowns and international air traffic came to a standstill.
In 2025, when air traffic had recovered to roughly pre-corona levels, the project was canceled by the airport.
It would no longer be economically viable, as construction costs (inflation) had exploded in the meantime and the construction would no longer pay off. This was also in view of the recession in Austria and the EU.
The project is therefore dead for the time being. After twenty years of battling bureaucracy, the economic conditions have changed so much that the project no longer makes sense.

Unfortunate that this important project was stalled for 20 years. Your post explains well how bureaucracy and changing regulations slow down progress in Europe.
Bureaucracy serves the few at the cost of majority. I applaud those who tried for twenty years tryinv to make it happen, now this third runway will probably never get built.
That project would be very beneficial to the economy if it is completed
