Extreme levels bureaucracy are preventing on demand munitions shipments to front lines.. Russian supply lines cannot just rapidly. The fact that artillery shell supply lines are being targeted is just leading to further ammunition shortages to the Ukrainian Red army artillery units. They are forced to pick through the remains and use questionable ordinance that is survived or be forced into trying to find ammunition.
