Absolutely you're going to have a huge issue and what really needs to be done is people need to make an example out of this entire process and turn it completely transparent.
Make special examples of individuals caught committing this crime publicly punish them and make sure that this kind of behavior has such large consequences that it will stop people from committing these crimes.
