Noboa committing an act of war is pretty shocking, and dramatic. Given Noboa's willingness to violate the law, to even start a war to capture his prey, the charges against Glas are left seeming baseless.

I still think that, in part, what Noboa is looking for here is to change the subject and the sense of the discussion in the country. It reminds me of Francis Underwood inventing an international conflict--at the end of the fourth season of HoC if I remember correctly--to get out of a domestic quagmire. Violence spiked towards the end of the state of emergency, during which time Ecuadorian authorities failed to recapture Adolfo Macías or Colón Pico, a shame.

Perhaps Noboa is trying to present himself as a "tough guy" and thus invoke a certain nationalism. They have alluded that they feared Glas's escape, but México would never have taken that step. Regarding the charges against the former vice president, I would say that it is getting harder and harder to know who are the bad guys and who are the good ones when it comes to corruption. I don't rule anything out but then it's difficult to step on solid ground. Thanks for the feedback.
