There's no content creators on steemit I am interested in.

They all came to hive, most of them required manual instruction I regret giving them now.

My payouts were manipulated so as far as I am concerned manipulation is in order.

I am just referencing the design of the blockchains, I noticed no one is using the white and blacklists much.

I see it as a good exploration of this technology to make these lists work live, on chain.

The lists that you see used on Hive Blog are based on the 'follow' function. Anyone can create those lists. You can make one, blacklist everyone you dislike, and encourage others to follow your list. What I'm assuming you're suggesting though is restricting accounts on the chain level. That's not something Hive will do.

Well arguable I could fork this software or pay a developer to and do that myself right?

It would be like Banning bad actors imo, community consensus and majority opinion could be a good way to diversify the blockchain for different interest groups.

Keep using HIVE but get you're OWN frontend where these guys can't post... like fulltimegeek.com
