Shooting people accused of smuggling is a crime. Shooting survivors clinging to wreckage is a crime. All the persons that participated, from the brass that gave the illegal orders, to the grunts that followed the illegal orders, need to be prosecuted, convicted, and sentenced to the limits of the law.
But, they won't, because US law enforcement is utterly corrupt.
