The Greater Vancouver region has a strong sense of preserving the natural beauty of the area and one of the original concepts was a returnable deposit system for drink containers and to divert objects like Aluminum and glass pop and Beer containers from the garbage and into the recycling stream was a start. Unfortunately a lot residents don't bother returning their containers to the store for Ten cents ($0.10) each and gets tossed into the bulk recycling bins.
