As far as I understand, it's all about the shape of the bush and its pedigree. The original wild rose is a rosehip, and its fruit, simply called the same thing, And all its shoots grow from underground.
But in a cultivated rose, the shoots should grow above ground level, which was achieved through selection of rose hips, as is the flower shape :)
