Certainly sounds like a good idea, but I think a voting system where each 10 rep. score count for 1 vote and then everyone can vote on a reported account would make more sense.
Then it require x% of total available votes before an account is ignored

Thats how it works, the ratio has to have a certain spread between yes and no. The only restriction you'd need to place is a time limit or a decision would never get made. They have a toggle right in the sidebar of the feed that shows like a notif when a decision is in queue
