Nope. Most (if not all) of that is at municipal, county, and state level. Way outside his sphere of authority even if he continues ignoring that idea.
He could just change that though x)

Honestly, I don't think most of his voters understand regulation at all.
It doesn't matter what his voters want, he doesn't have the authority to change state law. If he tries to claim that authority, there will either be civil war, or the states will no longer exist.
But he also doesn't care about the state judges already? xD
