It is quite weird the fact that I found much more engaging a scene of two men arguing in a low light room how one of them will kill the family of the other in an old movie than a huge fight filled with special effects in a newer one.

Most Alfred Hitchcock movies have scenes like this, but although being the master of tension building in cinema, his movies were not the only ones with such characteristics.
Even movies filled with practical special effects, such as Star Trek 2(1982) have tension building.
I personally enjoy more the tension building scenes in Star Trek 2(1982) than the special effects. There's a whole art behind it as it has to combine camera approaches, retreats, background music, and specially acting. In the end is far cheaper yet more engaging.
