It's the side of a highway cut into the hillside in a sparsely populated area. Here is a picture looking to the left of the highway and another image looking further up the hill on the right.
I see. Very cool. That would be one dedicated gardener, so it's all nature.
Yep. A small patch of dedicated wildflowers. :)
