Had to look it up and it seems it is similar to fly fishing. Oddly enough the Deschutes River is a fly fishing mecca. So I guess you're observation was spot on. :)

It is like fly fishing, except it's more active and methodical because one moves along the river. Tenkara is great for small streams that have tight spots and shallow pools. Japanese fishermen developed it with a simple bamboo rod and line. That spot in your image looks ideal.
