Businesses have legal obligations in every country. They have to pay taxes on the issued invoices. Banks would not like it as you said but tax offices also, and they have the power to retaliate if you are not paying them.

The protocol doesn´t say you can´t pay taxes, that´s a completely different story. Of course they should pay taxes. This is more about having flexibility and issue redeemable invoices with less dependency on banks.
Yes, I see that. But countries have laws on how a business can issue an invoice because that is how they can track what you owe them. Those rules are rarely flexible to allow innovation.
