I believe rewarding quality comments with a vote might be a solution. I am never offended by activity comments, but I also don't waste a lot of time responding!

Sounds like the solution is a user determined quality control, of chewing the meat and discarding the bones.
Well, I agree. I suppose this post is more of a pet peeve than a serious concern.
