I think that the fact that they know that they will not be punished or will not be punished as adults is the problem. They are sure that they can get away with anything they will do. And so they do anything they want without fear of consequences. As for solution I am not sure? while I think that this is the problem I also don't think that each crime or criminal is equal. A person who steals a bit of bread to feed himself or his family is not the same as politician who steals from his own country/ invades other countries just because of his greed.
