I think it's more of a chicken and egg situation. If there are proper laws that punishes people for doing the wrong things, then people will change their ways. This is why functional countries work. A guy called Poco lee is in UK detention for a rape case, if it was Nigeria he'd be walking free. It falls on the right government to punish offense and enforce laws
