The closest example I can think of is FTX Japan, which possesses many of these traits, and in fact has all the investors deposits, but they were frozen by first the Japanese government, and second by the bankruptcy team at FTX international, when they froze transactions on FTX international, they froze transactions on all FTX exchanges worldwide. And incredible display of centralization in an industry known for decentralization.
