The thing is that the money can be spent but there is no guarantee the users will come and stay. Simply having a budget and spending the money towards getting users doesn't guarantee you getting users, let alone keeping them.

But if you somehow demonstrate on a small scale that you have a way to get users and keep them, and then you ask for money to expand on your strategy, that would definitely sound more likely to succeed.

100% agree. That's why I am calling for an elaborated marketing plan, which also provides reasoning for the claims. Then we can discuss it.

From what I understand, this proposal merely asks for funding to finish the game. Quite vaguely, in fact. With no deadlines, undefined scope. And as I asked for further details, I know there's nothing yet. Not even a small scale PoC planned.
