Most people buy them these days - the fine is something like 100€ per meter or something. However, there was one smart idea that they should allow to take the trees from under powerlines, as they have to cut them every few years anyway.
I will do mine on Saturday as I go to a Jewish/Muslim shopping area and it is always quiet for some reason this time of year.
I wonder why!
I find it funny as they have money and are already at the coast staying in their second homes. I never queue and sometimes the only one in the shop which is bloody brilliant when it is a last minute shop where speed is the priority. Powerlines makes sense and should be allowed in those circumstances. No tree is safe here as the locals cut the for firewood anyway.
