This means that with the summoner level limits by league removed, players are running into opponents with max level cards at all tiers of play.
I believe it's not a bad evolution because it gives a broader market to developped cards and everybody should be incentivised to upgrade their cards. This should lead to a reduction of cards in circulation and more stable prices in the long run.
