Looks like Chaos Legion Set will be the new land workers. The Abundance of it may be intended as land workers . I remember somebody told that if all the land plot are activated 100% those numbers would be small.

They are cheap, and good for little else now. Notice the neutral ones are the cheapest, that says it all.
