There has not been once in the game where two or more game packs sets in the series sold at the same time so I doubt this time it will be any different.

If you don't include the promo sets such as orbs, dice, and now riftwatchers then yes each series of cards starting from alpha, beta, untamed and now chaos are all separate and stand alone when sold in game. The next set rebellion already in the works and as mentioned by the developers slated to come in Summer 2023.
