For the presale, correct. This will get you promo benefits like extra airdrops and promo cards. But you can buy packs when they release for general sale without needing sps
Is there any word on how much SPS will allow you to buy X-number of packs?
Very rough early estimate was about $25 in SPS to get 1 pack in presale.
