It is nice idea to start over and see what you can accomplish especially with the new reward system, but unfortunately without a proper investment it will take ages to grow. Good luck anyway!

I'm so mad at myself for quitting the game years ago. I never thought my cards would be worth anything but then when I signed in years later I had $1600 in SPS & $15k in market price for the cards and that's with not renting or staking the entire time!
One thing I didn't know is that starting from scratch you hit a paywall really quickly. To start earning DEC I need to be Bronze 2 which requires 1000 power. That's going to take a long time without any outside help. I can see why people would quit.
I could buy 2 of the cheapest legendaries which would cost me $3.28 to get to 1,000 CP easy. That's a pretty cost effective way to get past the wall but that violates my rule of no putting money into my account. So I'm going to do the slow crawl of 1 loot chest a day and 5 a week (until the new reward system comes out)

I made mistake as well when I started last october and even i was doing DCA on buying SPS the value of that decreased even more. I have big hopes for this new reward system, because atm the game is almost unplayable if you don't want to spend any outside money on it! 😒
