The best way to help DEC back to peg would be to stop issuing it, e.g. for bonus liquidity pool rewards. This is like a stealth way to devalue SPS since any process minting DEC which doesn't burn SPS is a process preventing DEC returning to peg and then the burning of SPS to maintain upward pressure on the peg.
