Yes, but currently all non-frontier cards are soulbound. Older players had access to that.

Which it is why it is probably someone noob farming :P

Limits to legendary archon and dragon use as both are inaccessible to new players and are only beatable when rare restrictions occur. Archon level limits. Matching by power rather than by rank - should include rented in the power assessment. Play order when speed matches is random but it should have the caveat that the same card cannot attack twice in a row - perception matters. Leagues beyond Gold for Frontier. Restrictions on bots and second accounts etc. farming leagues.
I just shelled out some cash and bought a limited amount of level 1s that I had previously been renting but would really appreciate anything you were willing to delegate for Modern. Will do my fist brawl tomorrow but I will be just filling the slot. The fray I was assigned to needs gold archons and has a max level of 10. I have zero gold archons so cannot enter. :P
The only epic I have that is from the last two core sets that isn't rented to someone is Hodlor which I have now delegated to you. My modern collections is bleak so can't help much there. I have a gold Contessa L'ament that rarely rents but its only level 2. Do you want it delegated? I could delegate some OG base level golds as well. Provided they are of use to you. Brawls is something I have completely ignored so I'm not sure what is playable in there or not.

Oh yeah, one suggestion I forgot to do with league promotion/demotion. Have it the same as the real world - Only a fixed percent get promoted/demoted - say the 1st and last 10%. That way it makes it harder to farm leagues for end of season chest prizes.
