An incredibly ambitious project, and one that I would love to contribute too.
A couple of thoughts:
1 - whatever the final format of the 'species account Template', you need to take the time to make sure all important information is included. You don't want to do this for 6 months and then realise that critical information has not been included making those 6 months of work 'wasted'
2 - you need to have some failsafe's in place regarding correct identification (and correct information in the descriptions). As a citizen science project, the information submitted is only as good as the people providing that information. If I upload an image which I am 95% sure is correctly identified, then that is not accurate enough. And I can be 100% sure on an ID and still get it wrong due to my lack of knowledge in certain areas.
Oh and another thing:
4 Panel Judgement Criteria : the panel (staff) will judge the entries on the following criteria : credibility of the information, the quality of images and the effort put in, the rarity of the species.
Rarity should have no influence in this. Just because a species is 'common' does not make it any less interesting than a 'rare' species.
That said, this is the first 'project' on this hive/blockchain' thing that genuinely excites me. I wish you all the best of luck in this!

These points really need discussion, and so we want people to come forward and shape this into a great project with new ideas and improvements...
...and frankly speaking we all also have a terrible problem of time!! 😂 I wish we had a ton of it, so that we could spend it freely on all the things and projects we like to do!! So, the more the people, the easier it is to work on such big projects..
