A restrike is done by the first minter. Sometimes they use the same dye of the old year, other times they use brand new dyes resurrecting the same design and stamp with a new year. If a round is almost the same (or the same) copy of a coin, the US require that it be stamped "copy". Ony the US Mint can do coins restrikes, such as the current US Morgan Dollar and Peace Dollar. I do not know how it is defined in numismatic terms. I am not an expert, hehe 🙃
